Whats needs to be done for him to sell them? They were on a car he brought but took them off and put standard issue plates on once he got the car.

Because I bought the plates off someone who took them off a car he just bought and hadn't got it transfered into his name.
Car i think was defected and the plates are still in the sellers name, guy i bought the plates off/VicRoads wont help me get the original sellers details.
