Pay more to drive through the city

MOTORISTS will be automatically hit with a special levy when they drive on congested roads under proposed tax changes now before the Federal Government.

They would be instantly billed by automatic vehicle identification systems such as those used to monitor cars on toll roads.

But motorists who drove in non-peak periods and had environmentally friendly cars would pay less for the right to have a vehicle.

And scrapping the present one-charge-for-all system would give low-income earners a chance to cut motoring costs by changing their driving habits.

The proposal is contained in a Budget submission to the Government by the Australian Automobile Association, representing the nation's eight driver service organisations, including the NRMA.

It matches a push in Treasury for the introduction of more user-pays changes, rather than a flat rate for all, and has been endorsed by a government advisory group, the National Transport Commission.

The proposed system has been likened to mobile phone charges. The mobile owner pays one fee to enter the system but all other costs depend on when, to where, how often and for how long calls are made.

The new tax on drivers would include an "access charge" and a "user charge". This tax structure would replace existing charges motorists pay - federal fuel excise, GST on petrol, state registration charges, stamp duty on registration and road tolls.

In 2007-08, excise on petrol will raise $14.42 billion but just $3.41 billion will be spent on roads.

The amount of the user charge would depend on the size of the vehicle and the wear it causes roads, an environmental charge related to engine capacity, a levy to cover the costs of crashes and the congestion charge.

Instead of working on easing congestion using the money available, we'll just get slugged with another tax/levy and nothing will actually be done about it.

thing is they claim they will tax us for driving in certain places etc instead of taxing our fuel etc.

as if they will ever remove the tax's on fuel
even know they are the ones saying fuel costs to much as well.
all it will do is add more tax's and not remove anything.

and what about those people that are forced to drive in congested areas. just beacause they have to drive doesnt meen they are not low income earners.

What about me, 95% of the time I only drive my car on Thursday nights and weekends. So on average about 2 days a week. In fact I have just ticked over 6000ks in 12 months. I'll give them $2.50 and that's it.

just anohter way the gov thinks they can raise money and make ppl's lives hell. would be great if they planned on using the revenue on improving the roads... but i don't think we should hold our breath for that one.

lol roads. as if they give a crap :P

hell going on one of the on ramps to the highway at lara.
unless you go slow untill the very end you hit the ground.
about half way along it just gets rediculously bumpy just at the right distance between bumps to make ya car bounce extra.

perfect solution

learn to fly
as if the prime minister cares he gets carted around in a jet and a helicopter
and a statesman(well they used to use statesmans)

why not make them use prius's and cessnas to get around

i think to fix the problem they should make double decker roads like in america

its not like many people live along the sides of gympie road anyway

just like the MORONS whinging about the "exhaust towers" being installed for the new tunnels.. its no different to having the cars parked in the inner city carpark than they are under ground moving at least some pace(if it works)

humans are smart.. people are stupid..

Another tax/fee?

Nothing to help the motorist. Just harm them!

they have this in london. mainly to stop people from driving into the city, and use public transport.
