30,000 dobbed in for hoon driving

MORE than 30,000 drivers have been reported to police by people fed up with hoon driving.

Since police first appealed for public help in March, 2006, public tip-offs had resulted in the detection of 638 offences leading to 13 arrests, 240 fines and court cases and 385 formal cautions.
Traffic support branch Inspector Stuart McLean said yesterday the figures showed how successful the scheme had been.

There had been 11,866 warning letters sent to drivers and 3453 investigations by police as a result of the 31,375 complaints to the Traffic Watch campaign.

"We are confident this is an excellent opportunity to reinforce our road safety message," he said.

Police Commissioner Mal Hyde this week appealed to South Australian motorists to back police and The Advertiser's Countdown 100 campaign to keep the road toll below this figure.

In the majority of complaints, 15,963, police had insufficient information – such as no or partial number plates – or decided the complaint did not warrant follow-up.

Inspector McLean said eyewitness accounts could be hard to prove.

"If someone says `this wasn't me' when they get the letter, please contact us," he said. "This is not an accusation and we are not taking formal police action. The system by nature is subjective because we are relying on the community."

He said people who see hoon driving such as tailgating, running red lights, speeding or burnouts, should report it to police immediately by calling 131 444 or at any police station to make a traffic complaint.

Inspector McLean said witnesses should note:

LOCATION of the dangerous driving.

VEHICLE details such as registration number and description of the vehicle.

NATURE of the driving behaviour that was dangerous or reckless.

TIME of the incident.

YOUR CONTACT numbers and details.

Police admit there is room for error
POLICE acknowledge some alleged hoon drivers are the victims of mistaken identity or false reports.
Traffic support branch Inspector Stuart McLean said police did not know if drivers had done anything wrong when they sent out the warning letters.

One of the recipients, Stewart McFetridge, of Hillbank, has criticised the scheme as inaccurate and "mischief making" by some informants.

His letter instructed him to "modify your driving behaviour", but Mr McFetridge can prove his car was garaged at the time of the alleged incident.

"Any Joe Public can ring and make a complaint and then you have a letter against your name," he said.

Inspector McLean said Mr McFetridge and any other driver who wanted to dispute the letters should contact police.



Wait, so from 30,000+ dob-ins, 16,000 had insufficient evidence, 12,000 had written warnings (I thought if hoon behaviour was proven, you'd cop a bit more than a warning...), 3,400 investigations, and about 1,200 actual cases of punishment?

I'm guessing the 12,000 written warnings figure is linked to the 16,000 "insufficient evidence" figure, but in the 12,000's case complete number plate details were forwarded on.

So if I were to call up while at work, and complain that I've spotted a maroon EF wagon (my daily) ripping skids and drag racing in Dandenong (I work in Sale...), and give them my rego, would I be added to the 12,000 who have received warnings? (I wonder if they'd link my contact number & details with that of the EF's rego... :P)

The figures seem to show that only 4% of all tip-offs received gave results. And of the tip-offs that were investigated, only 1/3 resulted in some form of punishment. That seems like a pretty low figure to me, considering how easy it is to be defected for some part of your car being unroadworthy.

the only reason the system is in place is so the people who actually report hoons feel like the police are doing something.

It's actually there to deter people from acting like a "hoon". However, unless you are sprung by the police themselves, you cannot be charged with "hooning". A warning letter serves little to no purpose at all.

And yet, when I call the police about a fuckwit in my area doing seriously dangerious shit, then tell me that nothing can be done unless they catch him red handed.

I live on a main road in Craigieburn, so I am pretty used to idiots doing fly bys and racing at more than twice the speed limit, but there is one bloke in a shitbox VS V8 ute (Grey primer, stockies, no rego, no exhaust) that is a real danger. I get a little worried when I look out my lounge window to watch this car fly past sideways a couple of meters away from me...

The whole dob a hoon system is crap, I would bet that most of the 30,000 cases were nothing more than over zealous do gooders trying to clean the streets of what they deem to be menaces to socity. The sad part is that just having a car that looks modified is enough for these people to brand you as a hoon. Guilty until proven innocent...

This might be a bit of an oldskool view, but I believe the Hoon Hotline would take away the local-ness of it all, making "concerned citizens" think that the cops are now doing "even less" because it's being outsourced to a call centre. Yes, the cops are overstretched and underresourced, but the hoon hotline sounds awfully like a revenue raiser or PR thing rather than an effective crimefighting unit.

So someone's ripping skids in front of your house. If you and 3 neighbours all called up the hoon hotline, 3 different people (in probably 3 different buildings) would receive those calls, and somewhere down the track it may or may not be followed up. If you & your 3 neighbours all called up the local cop shop, they'd be thinking "shit, knt's ripping skids on my watch!" and be down there to check it out providing they're not tied up with something else.

Another plus for the local side of things, is that pranksters or serial dobbers wouldn't be as inclined to make calls, because they'd become "known" by the local cops, whereas when it's always a random answering down the Hoon Hotline end, they'll get away with it again & again.

dont hold me to this, i heard that with the Hoon hotline they basically take your rego (Supplied by the person complaining) and your basically on a list for cops to always check on, so if they see you driving around they may pull you over for a random check.

Basically useless. They would catch every commo moron driving around with bald stockies.

Would I be considered A hoon because I take off hard to the speed limit and back off? Dont tail gate, Dont brake late, Indicate bla bla follow the rules but I accel hard would you still call that hooning?

yeah thats all i do to most of the time, but yes i think it would come under as improper use of a motor vehicle, its bull i no :S

ive seen that ute a fair bit lately he drives the same as me but stands out cause his is a v8 and no pipes.

they mainly use the details taken to build a driving profile of you. if enough ppl complain about enough shit at one location etc, then its pretty obvious its not just a one off, random complaint.
this teamed up with catching you doing it in real life as a once off, they wont be all 'oh its ok dont let it happen again lol'

so not so much as the fact that they will act on it straight away, but its just information to **** us over may they need it.

The way I see it, the driving styles of this guy isn't the problem, it is his severe lack of judgement as to where he drives like that.

He can go wrap himself around a pole out in the middle of no where for all I care, but the last thing I want to see is his car in the middle of my living room.

It is people like this guy that brands all young guys driving modified car a hoon. I'm sure we all love watching a car doing a burnout or hanging the arse end out around a corner, but to do it on a suburban street is just plain stupid.
There are plenty of isolated backroads around that are covered in tyre marks from people letting loose, and as far as I am concerned no harm no foul in those cases.

It seems since becoming a father recently, I have even less tolerence for stupidity on the roads... :P

indeed, time and a place...
im no perfect angel on the roads, but if i do anything, it might be hanging the ass out around a SLOW corner for a bit of a thrill.

i find the less sedate ppl on the road more dangerous
ive had to swerve, skid, bla bla, to avoid accidents from cnts not paying attention or just thinkg cause they are 'normal' drivers they can do whatever they want..

we need tougher driving tests :)

I say we introduce the Finnish driving test system!! Did anyone see that on Top Gear recently? I would love to have gone through that training, no wonder they are all awesome drivers!

Wow, this is one extreme case of what can happen if you dob in a hoon driver:

Re Amanda (3), no, it is not just you. I reported a feral neighbour for doing a burnout in my street, the Police rang me back and asked me if I was prepared to make a statement, as the driver I had reported was unlicenced. I did this, a few week later, this feral was at my front door, trying to pull the security door off its hinges. I rang the Police, who could hear this person at the door, the police arrived, didn't bother to get out of their parotl car to look at the door, spoke to me for less than two minutes, went to speak to the feral for about 15 minutes and drove off. I rang the police back to find out what was going on, the operator said, 'Yes. we know about this person, stay inside and keep your door locked', the door that was now damaged and bent out of shape. He also said to make a statement the next day, I went to do this, and the officer at the counter said that she couuldn't take a statement, as it was the afternoon shift that had attended the previous day, and she would need to talk to them, and would get back to me.

This never happened, I put in a complaint which was apparently investigated by the local police, they rang me sometime later to say that there was nothing they could do, and the matter had been 'shelved'. This was while I was in James Nash House, because about 4 days after I had the door replaced, the feral was back at my front door, this time, trying to kick in the brand new security door. I again rang the police, who said they could hear hoim kicking the door in, in the mean time, for fear that he may actually get into my house, I retalliated, and squirted drain cleaner on this person, who was still on ,y property threatening to kill me. The police came, looked at the door, I told them exactly what had happened, and I was arrested for squirting this bloke.

I attempted suicide in the Elizabeth cells, due to being in shock and confusion at what had happened, I was also made to strip on front of a female officer, I was put into Glenside, and then James Nash House. I went to trial, was relaeased on bail, one of the conditions being that I was not allowed to live in my own home.

While I was living elsewhere, my house was set on fire, this would not have happened had I been living there. Eventually, I had the bail conditions changed, and was allowed to return to my home, this feral continued to threaten me, damage my property, I filmed him bashing on my window, trying to get me to come outside and fight him, but still he wasn't charged with anything.

I ended up getting a restraining order against him, he still continued to threaten me, I reported it, and the police said that they couldn't do anything about it, as there were no independant witnesses. The prosecution dropped the assault charges last month.

I still live in fear of this feral, I wonder sometimes whether he isn't Mal's love child, given what he is able to get away with. Unless you are prepared to go through something like this, I would recommend that readers don't report any hoon driving, I nearly lost my life for doing what I thought was the right thing, had my life thrown into turmoil, had my house half burned down, suffered the stress of having to go to court several times, and was detained under the Mental Health Act.

Yes LOL, that kid doing the driving test looked about 12, but he was driving like a champion!

They carnt do a thing about how hard or fast you take off as long as you dont brake traction and dont go past the speed limit

yeh as said. you can take off as fast as you like without braking traction or speeding.
however they can get you for causing more noise then you need to. or something along those lines.

i can certainly tell you the hoon hitline etc is one reason i watch my ass for a fair while after doing anything even slightly wrong. ya never know who will dob you in.
but as has been shown. not much can be done without solid proof. or a cop seeing you.

You need to get a bit more educated :P
SA has the harshest weed laws of any state in Australia now, a lot of the SA grown weed goes to Vic anyway, now you can't grow in SA, Victoria and WA are fast becoming the weed growing capitals.

Funnily enough, a couple of months ago I did call the cops about this fuckstick in an AU.
I was following him through the hills, and he was going pretty slow, then gunning it (in an auto I6 with a big gay exhaust) which made us laugh. He wouldn't pull into the slow vehicle lanes and shit, so eventually I overtook him, then (no shit) he started hanging out the window shaking both his fists at me! Then his missus was going mental at him and trying to pull him into the car, so I brake tested him while he was out the window.
Anyway, after 20 mins of fun, I called the cops cos he was being a fuckhead, gave them his rego, and they said I needed to make a statement at the cop shop for anything to happen. Went there, gave a statement, and the cop said that they might send a letter out to him and thats it.

I was one of those 240 court cases resulting from a hoon driving report, and I lost my licence for a fortnight because of it.

So how'd you cop that if you don't mind me asking? Seems pretty shitful if you can give a full description, rego details, time & place, etc of your AU friend AND are prepared to make a statement, yet nothing happens. You gave pretty much everything except timestamped video evidence.

Then, you lose your licence due to a report? I'm guessing the complaintant put out or something. Like allowed for the copper to "pack her cone", wink wink nudge nudge

I found the court papers today and I was reported in 2005, before the hoon hotline came in. So I'm not one of those special 240 people :(
Basically I flashed my headlights at a 4wd in the hills because they wern't using the slow overtaking lanes, and they were driving fucking slowly. Eventually I overtook them and they put their spotties and all onto me, so I brake tested them a bit then drove off. The driver was an old woman and said shit like she was too scared to drive afterwards, she was in tears and now has a phobia of driving through the hills at night.
After 18 months of delaying the case I went in and the judge was a hard-ass, he wanted to take my licence for 3 years because I'm a menace on the roads, then the prosecuting officer pulled me aside and said if I plead guilty they will agree to a fortnight, which I agreed to, mainly because I didn't want to pay a lawyer, and didn't want to risk 3 years with no licence.

We were talking about this article at work today, and an interesting thing we figured out is with the report against me, the cops actually investigated it, they came to my house and took a statement, then later on I got a summons, which was before the hoon hotline. Now with the hoon hotline, it looks to the general public like the cops are actually doing more about hooning reports, but it's in fact the opposite. Now instead of investigating a report, they just post a letter out.

Another Government department at it's deceiving finest :D
