Sure, "wiping off 5" would reduce the fatality of an accident on the average but what if you had uprgraded your tyres/brake system to make it so it stopped like clockwork? I would love to see the graphings of brake distance for-

1. People driving along in a normal EL GLi doing 50kms.
2. People driving along in a EL GLI doing 55 kmswith uprated discs, pads and braided brake lines with some sticky semi slicks.

But of course according to most government officials any modification to your car is a naughty no-no and should be targeted to be terminated.

To add further to this post, what is the difference between the above car with only the driver on board, and then again with a full car? Add 200+kg to a car and the stopping distance increases as well, are we supposed to wipe 5 off per passenger? Imagine the crap and congestion on the roads if we did that!
