 Your choice of model is a good one and is most suited to almost any modification type, in particular the 95-96 EL it has really good lines and Ford made that model really well.
As to the cost and price of an already existing vehicle; those that are for sale are usually for sale for a reason e.g.. extremely high mileage, they have been working for the last 10yrs and it shows or there's something not quite working for the existing owner, hence they want to sell it.
My charges usually start at 35K and go up from there. However, from the description you have given so far and without having a direct conversation with you I would take a very wild guess and say that a 65K vehicle will probably meet your needs quite well and It would be a new limo straight from the factory tailor made for you and not something that someone else doesn't want.
