User Warning Level

What's the G-O here?
I see a warning level in my user control panel. Is it a 3 strikes system?

Stop with the pics, this is the last time i'm going to ask, not everyone has broadband so be considerate of those who don't. It's funny in small doses.

Warning levels are more for mods to quickly recognise shtknts, (in case someone goes off on an abusive rant tangent, then is quiet for 6 months, & then starts another abusive rant... by then people would have forgotten about this, but a warning put up against the user will "highlight" this user to mods & admin).

However, on these forums it seems that the shtknts make themselves obvious often enough for us not to really require the warning system.
