User Warning Level

What's the G-O here?
I see a warning level in my user control panel. Is it a 3 strikes system?

Warning levels are more for mods to quickly recognise shtknts, (in case someone goes off on an abusive rant tangent, then is quiet for 6 months, & then starts another abusive rant... by then people would have forgotten about this, but a warning put up against the user will "highlight" this user to mods & admin).

However, on these forums it seems that the shtknts make themselves obvious often enough for us not to really require the warning system.
