Thats a pretty specific error.

I started getting those types of errors before my eBay account was taken over and someone gained access to all my online banking and other misc Internet accounts. I'd physically disconnect your modem for a while until you clean up your PC.

Yeah having your ebay account taken over sucks.

Thousands of bids and what no.

As for the bank account being taken over, dont ever expect to see the money again if it does happen

The problem is his computer has a virus or a bug, or he has ADSL 3+ Super Extreme internet. The virus or bug could be causing IE/Mozilla to do funny things, I suggest Mortine if it has a bug, or antibiotics if it has a virus. As for the ADSL 3+ Super Extreme the connection speed of 90000k/24000k is causing it to talk to the boosted falcon server in America too fast causing the database not to load properly

Try taking your PC and throwing it through a window, that generally fixes the issue.
If not make sure it is getting the correct amount of power. To do this take a stainless steel knife and place it in thetop left hand slot in the power point, now make sure to hold onto the knife and turn the power switch to the on position. Make sure you are bear footed at the time or this test wont have its full effect.

your foot = negative ;) otherwise the electricity will jump through your body from the + to the - slots. If you do it with your index & middle finger on one hand, you'll fry the crap out of your hand but the rest of you should be right. Put your left index on one and your right index on the other, and BLCKED will become FCKED
