Is Victorian Rego Transferable to South Australia?

Aranging a car sale and the guy wants to just drive it back, he reckons you can just transfer the rego. is this true? i know it's not the case if going from NSW to Vic but what about SA? He obviously need a roadworthy too.

pretty sure you need to go through regency park vehicle inspection place to get the car checked over as laws are all different
