Possibly your vac leak is also affecting the wastegate, so under pressure the gate is getting a dodgy vac reading. Fix the vac leak first then see if the gate improves before you go changing springs and stuff.
Also, if your fuel pressure is dropping on boost then a reg will not fix the problem - you are running out of fuel pump. The only other thing that will cause a pressure drop on boost would be a leaking vac hose to the reg. (possibly the same issue as your gate...?)

Is the boost level jumping around all over the place randomly or is it going high/low/high/low in a fairly regular way? As others have said, if your gate spring is too soft it may cause boost control problems, because the solenoid may be opening and closing too slowly to give a level boost curve.
Screamer pipes make your wastegate and exhaust work more effectively, because there is the most pressure difference between the manifold and the atmosphere, so you get better boost control (as there is always at least a small amount of unwanted pressure in the exhaust system that reduces the gates efficiency).
Also, by removing the need for your normal exhaust to flow all the gas that's coming out of the turbo and the gasses from the gate, it's similar to fitting a bigger exhaust.
