electrical prob

sound weird but has any one had a problem where when the key is turned on the fuel pump wont pump but when the keys are turned off or out of ignition the fuel pump kicks in and i have no odo or elec windows

main ignition circuit breaker is most likly the cause
PEOPLE SAY FORD THEY CIRCLED THE PROBLEM WHERE HOLDENS ARE THE ONES THAT HAVE THE CIRCLE
